Going over 0dB on the master will result in clipping, distorting the sound of the signal. Plus you can easily tame them on the master with a compressor or limiter, or by simply reducing the gain. Generally speaking, individual mixer tracks going over 0dB isn't a problem because they're processed as 32-bit audio which provides enough of a dynamic range to not have to worry about clipping.
